IFRC Digitech is a merger of three working businesses, not a startup guessing at what insurers need.
Independent Financial and Risk Consultancy Inc. (IFRC Insurance Agency) brought its distribution and
underwriting experience. Intel-Soln Skillsoft Philippines Inc. brought the engineering. DLT (Digital
Ledger Technology) Payment Solutions Services Inc. brought both payments infrastructure and digital
solutions capability. We didn't hire consultants to explain the insurance business to our developers — the
people who ran it are in the room.
We build the middleware, integrations, and automation that let separate insurance and payment systems talk to each other—reducing the manual re-entry and reconciliation that eats up most operational time in this industry. Before we design anything, we start with how your team actually works day to day, not with a generic platform we're trying to sell you.

Intel-Soln built the engineering. DLT built the payments rail and the digital solutions behind it. Both sit inside our roadmap, not in a vendor contract we manage from the outside.

Edmundo “Noel” F. Pelaez
Founder & Chief Executive Officer
Noel Pelaez brings over four decades of entrepreneurial experience, beginning in family agribusiness before entering insurance and international investments in 1993. He founded IFRC Insurance Agency, Inc. in 2004 and has built lasting relationships with clients, insurers, and business partners.

At IFRC Digitech, Noel guides the company’s overall direction, connecting industry knowledge with technology capabilities. Driven by a passion for positive, dynamic change, he works alongside his fellow founders to develop insurance and financial solutions that make protection and everyday transactions more accessible to individuals, businesses, and institutions.
Baltazar “Bernie” A. Reyes
Co-Founder & Managing Partner – Insurance Strategy & Business Development
Bernie Reyes brings decades of leadership experience in enterprise technology, strategic business development, and digital transformation across the Philippines and Southeast Asia. His career spans building corporate partnerships, developing markets, and supporting the adoption of enterprise software and financial technology.

At IFRC Digitech, he leads insurance business development and strategic partnerships, aligning technology opportunities with practical institutional needs.
Dionisio “Dennis” L. Torres
Co-Founder & Chief Technology Officer / Managing Partner – IT Architecture
Dennis Torres brings over 20 years of experience in IT infrastructure, cybersecurity, data analytics, and enterprise systems design. His work spans health insurance, fintech, and IT consultancy, combining technical expertise with an understanding of how technology supports business operations and financial inclusion.
